If you go roaming in dangerous areas, at least you continue to get other loot and levels while you farm. The problem with this method is, that it is dull and doesn't progress your game in any way. Then you just repeat the process until you get something you want. One save type rerolls the item drop and the other rerolls the ability in the item, I don't recall which save slot type did which. Because the method relies on those two save types working a bit differently it is vital they don't get overridden, which is why you don't do anything extra inside the building until you get the drop you want. You can then use the quickslot outside the building or the autosave created when you entered the building to alter/fine tune your legendary drop. Do not do anything else in the structure, not save, not use the pip-boy or anything besides killing things. Then you beeline to the legendary enemy and kill it and see what it dropped.
Basically you go to a building like the national guard training yard where you're confident at least one legendary enemy resides and save before entering. Note that you may need to be of a certain level or Gear Score for some of these things to drop, but that you don’t need to be the level of the item for it to drop. Make sure you have Luck on your equipment for best practice, in order to increase your drop rate. What’s really great about these Unique Weapons is that they always spawn in the same place, even if you have to kill the named enemy several times, you can always get these if you are patient enough. Keep in mind these items are Uniques so they will spawn with the same stats in the same place over and over, and they are also Bind on Pick Up so you cannot trade them.
